Vietnam political leadership and governance reforms

General Secretary and President To Lam has initiated efforts to enhance the efficiency of the Communist Party of Vietnam’s leadership and governance. On August 20, To Lam reviewed the implementation of Resolution No. 28-NQ/TW, identifying systemic issues such as low-efficiency meetings, unclear responsibilities, and improper decentralization. He called for reforms that ensure the Party leads comprehensively without overstepping into state administrative functions.

Following this review, To Lam met with officials involved in cadre planning managed by the Secretariat to discuss the training, evaluation, and utilization of personnel. He emphasized that effective cadre work is vital for the Party’s leadership capacity and the state’s governance.

Expanding on these governance reforms, To Lam worked with the Central Organizing Commission to review the implementation of Party resolutions. He highlighted the necessity of transitioning from mere management to “comprehensive governance,” asserting that power must be controlled and leadership quality measured by development effectiveness and public trust. Furthermore, he noted that anti-corruption efforts must continue “without exceptions or prohibited zones.”

In a separate ceremonial capacity in Hanoi, To Lam awarded Party Badges to 53 veteran members of the Hanoi Party Committee in honor of the 81st National Day, encouraging them to remain a “spiritual pillar” for the community and the government.
