Togo focuses on agricultural modernization and rural infrastructure
Togo is working to implement the African Union’s Comprehensive Africa Agriculture Development Programme (CAADP) for 2026–2035. Following high-level discussions in Lomé with the African Union Commission, the nation aims to align its domestic policies with continental goals, which include increasing African food production by 45% and tripling intra-African agricultural trade by 2035.
Key priorities for Togolese producers include securing water access, obtaining equipment, and improving financing. A critical component of this strategy involves the Rural Track Support Programme (PAPR), which seeks to improve rural roads to connect production basins—specifically for cotton, coffee, and cocoa—to commercial markets. Improving these tracks is seen as essential to reducing post-harvest losses and preventing price depreciation caused by transport difficulties.
While 2,200 kilometers of rural tracks were completed between 2021 and 2023 under national connectivity initiatives, funding for rural tracks is projected to decrease from 32 billion FCFA in 2025 to 23 billion FCFA in 2026.
