Togo proposes 18-measure agricultural reform bill

Togo has introduced a draft agricultural orientation law consisting of 18 measures designed to reorganize the nation's agricultural sector. The reform aims to address challenges regarding financing, conservation, and market access to increase the sector's contribution to the national economy.

Key components of the bill include the creation of a National Agricultural Development Fund to facilitate investment in equipment, irrigation, and yield improvements. The legislation also seeks to professionalize the sector through the census and technical support of agricultural enterprises. To stabilize commercial relations, the bill promotes contract farming and establishes a Higher Council for Agricultural Orientation to foster coordination between producers, processors, and traders.

The scope of the reform covers agriculture, livestock, fishing, aquaculture, and forestry. It also emphasizes mechanization, sustainable resource management, and the inclusion of women and youth. Agriculture Minister Antoine Lékpa Gbégbéni stated that the reorganization is central to food security, youth employment, and community stability.
