TollRo electronic road pricing system launches in Romania
The TollRo electronic road pricing system for heavy vehicles in Romania officially launched on October 1, 2026. The system applies to freight and mixed transport vehicles with a maximum authorized mass exceeding 3.5 tons operating on national roads, expressways, and motorways. Fees are calculated based on distance traveled, vehicle mass, EURO emission class, and road type.
Following the launch, the National Company for Road Infrastructure Administration (CNAIR) reported significant technical difficulties, including connectivity issues and signal loss within the mobile application. Additionally, a high volume of transactional emails caused providers like Gmail and Yahoo to temporarily block TollRo communications as spam. In response to these malfunctions, CNAIR announced it would not apply sanctions to users unable to complete purchases due to these technical incidents.
Transport organizations, including UNTRR, COTAR, and ACDBR, have expressed severe concerns. UNTRR warned that the system's instability is blocking transport and threatening the economy, while COTAR estimated that the new fee structure could increase road taxes by over 400%. ACDBR and other associations have formally requested that Parliament postpone the application of penalties until March 31, 2027, to allow for system stabilization and proper testing.
