Romania road tax reform: TollRo and new vignette rules

Romania is implementing a major overhaul of its road taxation system, effective October 1, 2026. For heavy freight vehicles exceeding 3.5 tons, the traditional vignette will be replaced by TollRo, a distance-based electronic pricing system. TollRo rates will be determined by the vehicle's mass, EURO emission class, and the type of road used.

Passenger cars and lighter vehicles (up to 3.5 tons) will see changes to the vignette system, where prices will now vary based on the vehicle's EURO emission class. This reform also includes the elimination of separate bridge tolls, such as the one at Fetești-Cernavodă.

Transport associations, including COTAR, have raised significant concerns regarding the readiness of the TollRo system. They argue that the electronic infrastructure and mobile applications are currently non-functional, making it impossible for drivers to correctly identify routes or complete payments. Consequently, industry leaders and Senator Robert Cazanciuc are calling for an emergency legislative delay of sanctions and the 2,000 lei fixed fee until March 31, 2027, to allow for technical remediation.

Separately, diesel prices in Romania face potential volatility. A proposed ban on diesel exports from the United States could increase local prices by 0.51 to 1.20 lei per liter. Additionally, a temporary 25% reduction in diesel excise duty is scheduled to expire on September 30.
