Toluca Mayor Ricardo Moreno Orders Mandatory Certified Helmets for Motorcyclists

Toluca mayor Ricardo Moreno, in coordination with State of Mexico Governor Delfina Gómez, launched the municipal safety program “Cascos que cuentan historias” to make certified helmets compulsory for motorcyclists and their passengers. The ordinance requires helmets to meet NOM‑206‑SCFI/SSA2‑2018 standards and carry DOT, ECE or NOM certifications, with a maximum service life of five years. Violations incur fines of 10–20 UMAs (approximately 1,173–2,346 MXN) and vehicle immobilisation.

Officials cite a sharp rise in motorcycle use and related accidents, noting that youths aged 15‑29 account for over half of severe injuries. Certified helmets are reported to cut head‑injury risk by 72% and reduce fatality odds by 39%, prompting the mayor’s call for public compliance.
