Mexico motorcycle helmet law enforcement

In late July 2026, Toluca’s mayor Ricardo Moreno, together with the State of Mexico governor Delfina Gómez, launched the “Cascos que cuentan historias” program, making certified helmets mandatory for motorcyclists and passengers. The ordinance set specific certification standards, imposed fines of 10–20 UMAs and vehicle immobilisation for violations, and highlighted a sharp rise in motorcycle‑related injuries among youths.

A few days later, in early August, motorcyclist groups in the neighboring state of Puebla protested the state’s Ley Casco, demanding changes to the mandatory helmet‑attached devices. Governor Alejandro Armenta Mier met the protest leaders and agreed to issue a written response and convene working tables from 21 September to review the law, temporarily suspending the delivery of the required devices.

The two events illustrate a broader push across Mexican jurisdictions to tighten helmet safety rules while facing resistance from rider groups seeking regulatory adjustments.
