Traffic Law: New rules ban illegal transfer of driving points

New legislation has officially closed a legal loophole regarding the transfer of driving points and driving bans. As of July 1, 2026, the Road Traffic Act explicitly prohibits deceiving authorities about the identity of a person involved in a traffic violation.

Previously, a legal gray area allowed individuals to falsely claim responsibility for a violation, a practice exploited by commercial “points traders” who facilitated these transfers for a fee. Under the new regulations, both the act of deceiving authorities and the offering or mediation of such services are considered administrative offenses. Violators face fines of up to 30,000 euros.

Driving points are recorded in the driving suitability register maintained by the Federal Motor Transport Authority (Kraftfahrt-Bundesamt).
