Italy authorises 15,000 security force hires and signs 2025‑27 defence labour contracts

A presidential decree published on 11 July 2026 authorises the recruitment of more than 15,000 permanent positions across the Carabinieri, State Police, Guardia di Finanza, Penitentiary Police and the national fire service. The allocation covers 4,593 new Carabinieri, 3,015 Guardia di Finanza, 1,944 Penitentiary Police, 5,088 State Police and 1,497 fire‑service posts, with additional extraordinary hires to start from 1 April 2026.

In parallel, the government signed three‑year collective agreements for the security‑defence sector covering roughly 430,000 non‑officer personnel. The contracts raise base salaries by at least €100 net per month and increase total monthly gross pay by about €186‑189, amounting to a minimum €2,600 net annual rise. The accords also commit the state to open, within 90 days, an inter‑ministerial table to design a dedicated pension scheme for uniformed staff. Union representatives welcomed the wage gains but some, notably the Siulm Marina federation, criticised the pension proposals as insufficient and refused to sign the agreement.

These measures aim to strengthen Italy’s internal security apparatus and improve the remuneration and future pension rights of its personnel.
