Portugal Court of Auditors rejects 2025 General State Account

The Portuguese Court of Auditors (Tribunal de Contas) has issued a judgment of non-compliance regarding the 2025 General State Account (CGE), marking the third consecutive year the institution has rejected the account. The court stated that the report fails to comply with the Budgetary Framework Law (LEO) because it lacks consolidated budgetary and financial statements for the Central Administration and Social Security.

This lack of consolidated data prevents a complete and integrated view of the state's financial and patrimonial situation, potentially compromising political decision-making and the assessment of state responsibilities, including pensions. The audit identified several critical issues, including omissions regarding public debt, the state's financial asset portfolio, real estate assets, and contingent liabilities. Specifically, the report omits 22.543 billion euros related to the debt stock of autonomous services and funds.

Furthermore, the court noted errors that undervalued both revenue and expenditure by at least 331 million euros. In terms of subsidies, the audit revealed that 526 million euros in non-reimbursable transfers were granted without clearly identified recipients or specific purposes. Additionally, the Council for Economic Equilibrium (CES) highlighted a systematic under-execution of investment spending, noting a loss of 114 billion euros in unexecuted investment since 2011.
