Portuguese financial and accounting regulatory issues
Overview
Portugal continues to face scrutiny regarding its financial and accounting frameworks. The Ordem dos Contabilistas Certificados (OCC) has expressed opposition to proposed 2027 changes to the Accounting Standardization System (SNC), with OCC head Paula Franco warning that professionals and companies lack the capacity for further major adjustments.
Separately, the Portuguese Court of Auditors (Tribunal de Contas) has rejected the 2025 General State Account (CGE), marking the third consecutive year of rejection. The Court stated the account fails to comply with the Budgetary Framework Law (LEO) by omitting consolidated statements for central administration and Social Security. This lack of consolidated data prevents an integrated view of the state’s financial and patrimonial situation, which the Court warns could compromise political decision-making and the assessment of state responsibilities, such as pensions.
The audit identified significant discrepancies, including errors undervaluing revenue and expenditure by at least 331 million euros and the omission of 22.543 billion euros in debt related to autonomous services and funds. Additionally, the audit revealed that 526 million euros in non-reimbursable transfers were granted without clearly identified recipients or specific purposes.
In response to these findings, Nazaré da Costa Cabral, president of the Public Finance Council (CFP), has called for the completion of public accounting reforms during a hearing at the Assembly of the Republic. Cabral emphasized that establishing a consolidating accounting entity is a “necessary condition” to overcome current limitations. Regarding the 526 million euros in unjustified funds, Cabral noted that the CFP lacks the auditing mandate and information access required to explain the discrepancy.
