Türkiye launches 2026-2030 Artificial Intelligence Action Plan

The Türkiye Artificial Intelligence Action Plan (2026-2030) has been officially enacted following a circular signed by President Recep Tayyip Erdoğan and published in the Official Gazette. Coordinated by the Ministry of Industry and Technology, the plan aims to strengthen the nation's technological independence and economic development through four strategic pillars: ‘Recognize, Utilize, Produce, and Manage’.

Key objectives include mobilizing at least $10 billion in private sector investment and establishing a low-carbon national computing backbone. To address human capital, the plan introduces a National AI Literacy and Safe Use Program, aiming to train 5 million citizens within 24 months. Additionally, it targets the professional transformation of 1 million workers and the integration of 500 international experts into the local research and entrepreneurship ecosystem.

To ensure ethical and legal standards, a multi-stakeholder National AI Ethics Board will be established. The plan also includes the creation of a National Data Library, secure data areas, and an ‘AI Champions Program’. Furthermore, TÜRKPATENT will implement an ‘AI Fast Track’ to expedite industrial property applications related to artificial intelligence technologies.
