Turkey expands AI integration in education and cybersecurity

Overview

Turkey continues to advance its 2026-2030 Artificial Intelligence Action Plan through expanded human capital and educational initiatives. Following the establishment of the National Artificial Intelligence Board, the country has focused on bridging digital gaps through university-industry cooperation and specialized training programs.

In October 2026, the 3rd National Artificial Intelligence Meeting was held at Cappadocia University to discuss digital transformation and youth competencies. Concurrently, the Council of Higher Education (YÖK) launched the Digital University Platform. Managed by Marmara and Yildiz Technical Universities, the platform offers free training in machine learning, data analysis, and green transformation.

To bolster national security, the Ministry of Industry and Technology opened applications for the 2027 Cyber Vatan Program. This cycle introduces an ‘AI-Supported Cybersecurity Talent Program’ designed to train students in using AI models to solve security problems through penetration testing and Capture the Flag competitions. To encourage participation, Development Agencies will cover travel and accommodation costs for students attending in-person training.

In the primary and secondary sectors, the Ministry of National Education updated its Education Information Network (EBA) platform. Serving roughly 6 million users, the revamped system utilizes AI to provide personalized learning experiences, including customized study plans and content recommendations for students, as well as lesson planning tools for teachers. Minister Yusuf Tekin noted that this digital transformation is supported by approximately $9 billion invested in digital infrastructure since 2011.
