A tropical depression formed in the waters southwest of the Paracel Islands on September 12. The system is moving northwest at approximately 10 km/h, with maximum sustained winds of 39-49 km/h and gusts reaching level 8. It is projected to move toward the coastal waters of Da Nang and eventually make landfall near Quang Tri and Ha Tinh by September 14.

The depression is expected to bring heavy rainfall to Central Vietnam, with some areas receiving over 300mm. This weather pattern, combined with the intertropical convergence zone and northeast monsoon, has already caused significant impacts. In Quang Tri, heavy rains have led to flooding and the temporary isolation of several mountainous areas due to submerged bridges and roads.

In response, the National Civil Defense Steering Committee has issued a directive to seven ministries and 13 provinces to prepare for the system. Authorities have also warned of high sea waves reaching 2-4 meters and advised vessels to avoid dangerous areas to prevent accidents from strong winds and storms.
