The $4 million is divided into two main components: $3 million for a program to document and analyze democratic backsliding in Europe—specifically regarding mass migration, the independent media landscape, and supranational legislative agendas—and $1 million to establish a consortium of independent journalists covering topics such as national sovereignty, natural rights, and religious freedom.

A State Department spokesperson clarified that the DRL does not fund political parties and maintained that the administration remains committed to defending democracy and human rights globally.
