According to sources familiar with the matter, the State Department's Bureau of Democracy, Human Rights, and Labor (DRL) notified Congress of its intent to allocate these funds on August 21. The $4 million is divided into two main components: $3 million for a program to document and analyze democratic backsliding in Europe—specifically regarding mass migration, the independent media landscape, and supranational legislative agendas—and $1 million to establish a consortium of independent journalists covering topics such as national sovereignty, natural rights, and religious freedom.
A State Department spokesperson clarified that the DRL does not fund political parties and maintained that the administration remains committed to defending democracy and human rights globally. The move comes as European nations prepare for upcoming elections and amid the administration's open support for populist and right-leaning parties in Europe. The proposed grants have raised concerns regarding potential interference in domestic politics, which some European governments have previously accused Washington of practicing.
