Negeri Sembilan faces constitutional crisis over Exco revocations
A constitutional dispute has emerged in Negeri Sembilan following the decision by Yang di-Pertuan Besar Tuanku Muhriz Tuanku Munawir to revoke the appointments of all State Executive Council (Exco) members with immediate effect. The palace stated the revocation was due to the members breaching their oath of office through actions and statements made on September 15.
Negeri Sembilan Menteri Besar Datuk Ismail Lasim has disputed the legality of the decree. He argued that under the Laws of the Constitution of Negeri Sembilan 1959, specifically Articles 40(1) and 38(5), any termination of Exco membership must be made based on the advice or official request of the Menteri Besar. Lasim maintained that he was never consulted regarding these dismissals and asserted that the existing Exco remains valid and will continue to perform their duties.
Legal experts, including former Malaysian Bar president Salim Bashir Bhaskaran, have characterized the standoff as a potential full-blown constitutional crisis, noting the tension between the Ruler's prerogative and the Menteri Besar's administrative authority.
