Turkey wage updates: Minimum wage scenarios and 3600 indicator delays

Discussions in Ankara regarding wage adjustments for millions of workers are intensifying. Social Security expert İsa Karakaş reports that two primary scenarios are being considered for the 2027 minimum wage: a single 50 percent increase in January, or a gradual approach involving a 30 percent increase in January followed by an interim raise in July to reach a total increase exceeding 50 percent.

Simultaneously, the 3600 additional indicator regulation, which affects over 500,000 civil servants and retirees, remains a major focus. This regulation aims to permanently increase monthly salaries, retirement pensions, and severance pay for those who reach the 1st degree. Experts note that due to fiscal discipline and inflation combat measures by the Ministry of Treasury and Finance, the implementation of this regulation is not expected before 2027.

Karakaş has specifically advised high school-educated civil servants to enroll in two-year associate degree programs to reach the 1st degree required to benefit from the 3600 indicator, as current legislation prevents high school graduates from reaching that level.
