Turkey Advances Terror‑Free Process with PKK Weapon Surrender Timeline

Turkey's government is accelerating the "terror‑free Turkey" initiative. High‑level meetings between the AK Party, the DEM Party and an Imralı delegation have produced a draft "framework law" that will legalise the PKK’s disarmament, the emptying of its caves and the Kandil stronghold, and establish a monitoring mechanism for the process. The draft, described by officials as a "bridge law," will address the legal status of former PKK members, changes to the Anti‑Terror Law and the Penal Code, and the conditions for Abdullah Öcalan’s continued negotiations.

The Ministry of National Defence reports that 99 PKK militants have surrendered since 1 January, and authorities aim to have the necessary legislation debated before the parliament recess, with a target to finalise the weapons‑surrender schedule in the coming months. The process is expected to be overseen by a dedicated tracking body, and related legal reforms are slated for discussion by the parliamentary speaker and the Imralı delegation.
