Turkey enacts new law expanding benefits for veterans and security personnel

Turkey has enacted Law No. 7594, published in the Official Gazette, which introduces significant amendments to the Retirement Fund Law and the Anti-Terror Law to enhance benefits for martyrs' families, veterans, and security personnel.

Key provisions include a guarantee that the total monthly pension for the parents of those who died as duty invalids will not be less than one net minimum wage. Additionally, payments to veterans and invalids in need of care have been increased from 2 to 2.5 times the net minimum wage.

The law also extends pension rights to security personnel—including members of the Turkish Armed Forces, Gendarmerie, Coast Guard, National Intelligence Organization (MİT), and police—who were injured during anti-terror operations but were not previously classified as disabled under existing regulations. This applies to injuries caused by munitions such as bullets, shrapnel, mines, or explosives, as well as close-combat injuries.

Effective September 1, 2026, eligible individuals must apply within one year of the regulation's implementation. The law also adjusts indicator figures for degree increases and pension calculations for various categories of duty invalids, including students and civilians.
