Turkey expands e-Devlet digital rental agreement system

Turkey is implementing a digital system via the e-Devlet platform to facilitate the preparation and approval of rental agreements. The first phase of the service launched on November 4, 2024, allowing property owners to prepare contracts that tenants and guarantors can then approve digitally.

A second phase, initiated on May 9, 2025, expanded these capabilities to include real estate consultants and other authorized individuals. The system provides tools for error correction within 15 days of approval and an update function to maintain current contact information and rent amounts.

The platform generates time-stamped, barcoded documents that can be verified through e-Devlet. The Ministry of Treasury and Finance is currently working on a proposal to make the use of this digital system mandatory for all rental agreements to increase transparency and prevent unregistered transactions.
