Turkey expands real estate listing regulations via e-Devlet

Turkey's Ministry of Trade is expanding the Electronic Listing Verification System (EİDS) to combat fraudulent listings, unregulated real estate practices, and speculative price fluctuations. Under the new regulations, property owners will be required to upload authorization contracts to the e-Devlet system in addition to granting digital permission to real estate agents. If a contract is canceled or terminated, the associated property listing will be automatically removed from digital platforms.

A major shift in the upcoming model is the transition to a single-agent system, which aims to end the practice of allowing multiple real estate offices to list the same property simultaneously. The system, which already covers rental properties as of January 2025, is set to include sale listings nationwide by February 15, 2026. New verification mechanisms are also being prepared for foreign property owners to ensure compliance.

While the implementation of a secure payment system for property transactions was originally planned for October 1, industry representatives suggest a delay may be forthcoming. Meanwhile, some regional markets, such as Alanya, are experiencing stagnation due to high interest rates and decreased foreign investment, even as the broader national market faces challenges with purchasing power and real value declines against inflation.
