Turkey explores digital rental agreements via e-Devlet

The Turkish Ministry of Treasury and Finance is working on a regulation to facilitate the preparation of rental agreements through the e-Devlet digital platform. While the ministry is exploring making these digital contracts mandatory, current legal frameworks do not yet require them. Paper-based contracts for residential and workplace rentals remain legally valid, and there are currently no administrative fines for not using the e-Devlet system.

The digital service has already entered its second phase as of May 9, 2025, allowing real estate consultants and authorized persons to prepare contracts and submit them for approval by landlords, tenants, and guarantors. The system allows for the creation of time-stamped, barcoded documents that can be verified via e-Devlet. Users can also utilize functions to correct errors within 15 days of approval or update contact information and rental amounts.

Advocates, including the President of the Consumer Rights Association, suggest that the transition to electronic agreements will increase transparency and security by clearly recording rental amounts, deposits, and contract dates, thereby reducing disputes between landlords and tenants.
