Turkey Introduces New Mandatory Traffic Insurance Rules Effective July 2026

The Insurance and Private Pension Regulation and Supervision Authority (SEDDK) issued a new decree, published in the Official Gazette, that overhauls mandatory traffic insurance in Turkey. Effective 1 July 2026, the rules redefine how vehicle value loss is calculated—taking brand, model, age, usage, damage history and pre‑ and post‑accident market values into account—and require a single claim to cover both repair costs and value‑loss compensation.

The decree also mandates the use of original parts for repairs, allowing aftermarket equivalents only with written owner consent, and introduces stricter procedures for heavily damaged (pert) vehicles, linking cash payouts to the presentation of a “withdrawn from traffic” certificate. A “permanent data storage” system will digitise all documentation, integrating SMS, e‑mail, mobile apps, e‑Government and the Insurance Information and Monitoring Centre. Health and disability coverage under traffic accidents is broadened to include prosthetic expenses and continuous care. These changes aim to streamline claims, reduce bureaucracy and increase transparency for the millions of Turkish drivers affected.
