Turkey expands fiscal, transport and consumer reforms

Overview
Effective 1 July 2026 Turkey launched a nationwide Deposit Return System that credits 1 TL for each returned glass, PET or aluminium container in all 81 provinces, projected to handle about 25 billion containers a year and inject roughly 30 billion TL into the economy. The compulsory traffic‑insurance regime was overhauled by SEDDK: vehicle‑value‑loss compensation is now calculated together with material‑damage costs in a single expert report. Claims over 40 000 TL must be assessed by an appointed expert via the EKSİST platform, while lower‑value claims can be filed directly by owners and are typically settled within 7‑8 business days. Depreciation loss is merged into the same claim, experts must calculate the depreciation amount and insurers must inform the insured of the payout within the first business day. Real‑time transmission of claim and contract data to the Insurance Information and Supervision Center (SBM) began on 1 August 2026. On 12 July 2026 the Ministry of Finance published the 2026 personal‑income‑tax brackets, introducing five progressive rates from 15 % to 40 % across six income thresholds. The same announcement set the 31 July deadline for the second installment of the motor‑vehicle tax (MTV) for 2026 and the second installment of the 2025 income‑tax; missed payments trigger interest and a suspension of vehicle inspections until arrears are cleared. On 25 July 2026 SEDDK created the Alo 193 Joint Damage Reporting Centre (also called the Ortak Hasar İhbar Merkezi, OHIM), to be operational from 1 September 2026. The single toll‑free line will receive all traffic‑insurance and casco‑insurance claim notifications, allow citizens to lodge complaints about irregularities, and integrate every domestic insurer in a unified reporting system. The centre is intended to cut value‑loss disputes, curb abusive claim handling and speed up compensation, while each insurer retains responsibility for assessment and payout.
