Turkey launches 2026-2030 Artificial Intelligence Action Plan

Turkey has officially implemented its 2026-2030 Artificial Intelligence Action Plan following a Presidential Circular. Coordinated by the Ministry of Industry and Technology, the five-year roadmap aims to position the country as a leader in global technological transformation rather than a mere observer.

The strategy is built upon four main pillars: ‘Recognize’, ‘Utilize’, ‘Produce’, and ‘Manage’. These axes focus on areas such as AI literacy, human resources, data ecosystems, computing infrastructure, domestic language models, and AI diplomacy. The successful execution of this plan is projected to generate an economic value exceeding 1 trillion TL.

To support human capital, a new competency assessment system will be integrated with the e-Devlet platform, allowing citizens to measure their knowledge levels and access tailored training.

Complementing these strategic goals, the GITEX Ai Turkey event is scheduled to take place on September 9-10, 2026, at the Istanbul Expo Center. Hosted by the Presidency of Investment and Finance Office, the event will bring together over 350 companies and startups, including global tech leaders like Google Cloud, NVIDIA, and AWS, to discuss AI infrastructure investments, cloud platforms, and high-performance computing necessary to realize Turkey's technological ambitions.
