Turkey artificial intelligence strategic development

Overview

Turkey has initiated a series of strategic developments to advance its national artificial intelligence capabilities. On September 4, 2026, a new publication titled ‘Artificial Intelligence and National Technology Reflections’ was launched in Istanbul. Developed by the T3 Foundation, the Turkish Academy of Sciences (TÜBA), and the KÜME Foundation, the work examines AI geopolitics, large language models, and the integration of Turkey’s National AI Strategy with its National Technology Initiative.

Following this, the Turkish government officially implemented the 2026-2030 Artificial Intelligence Action Plan via a Presidential Circular. Coordinated by the Ministry of Industry and Technology, the five-year roadmap is structured around four pillars: ‘Recognize’, ‘Utilize’, ‘Produce’, and ‘Manage’. The plan aims to develop AI literacy, domestic language models, and computing infrastructure, with a projected economic value exceeding 1 trillion TL.

To support these objectives, a new competency assessment system will be integrated with the e-Devlet platform. Additionally, the GITEX Ai Turkey event was scheduled for September 9-10, 2026, in Istanbul, featuring over 350 companies and global technology leaders to discuss the infrastructure and high-performance computing required for Turkey’s technological ambitions.
