Turkey launches 2030 National Smart Cities Strategy and Action Plan

The Turkish government has officially launched the ‘2030 National Smart Cities Strategy and Action Plan,’ a five-year roadmap aimed at transforming urban living through digital technology. Published in the Official Gazette, the plan is coordinated by the Ministry of Environment, Urbanization and Climate Change.

The strategy focuses on integrating advanced technologies such as artificial intelligence, big data, the Internet of Things (IoT), and digital twins into urban management. Key objectives include optimizing traffic systems, improving waste management, enhancing energy efficiency through smart street lighting, and implementing early warning mechanisms for disaster and climate crisis management.

The implementation timeline includes several milestones: by the end of 2026, smart city strategies and roadmaps will be prepared for all 81 provinces in Turkey. By 2027, the process will expand to include 187 district municipalities. The plan aims to have at least 50 smart city applications operational by 2028 and establish Digital City Management Centers in all provinces by 2029 to monitor services like traffic and sanitation from a single point.

A significant goal of the plan is to achieve at least 80 percent domestic production in smart city technologies by 2030. The government also intends to support 500 entrepreneurial companies to compete globally and plans to enact a Smart City Law to provide a legal framework for these advancements.
