Turkey national smart city strategy implementation

Overview

The Turkish government has initiated a national digital transformation through the ‘2030 National Smart Cities Strategy and Action Plan.’ Coordinated by the Ministry of Environment, Urbanization and Climate Change, this roadmap seeks to integrate artificial intelligence, big data, and the Internet of Things into urban management to optimize traffic, waste, and energy efficiency.

The plan outlines specific milestones, including the preparation of provincial roadmaps by 2026 and the establishment of Digital City Management Centers in all provinces by 2029. A primary objective is to reach 80 percent domestic production in smart city technologies by 2030.

Following this national strategy, Turkish municipalities have begun showcasing specific technological applications on the international stage. At the Smart Life Week 2026 event in Seoul, Konak Municipality presented projects involving City Digital Twins and AI applications to combat urban heat, while Antalya Metropolitan Municipality demonstrated smart water management and AI-powered intersection systems.
