Turkey plans mandatory e-Devlet rental agreements

The Turkish Ministry of Treasury and Finance is working to make the preparation of rental agreements via the e-Devlet portal mandatory. The initiative aims to increase transparency, reduce bureaucracy, and prevent unregistered rental transactions.

The digital service was launched in two phases. The first phase, which began on November 4, 2024, allows property owners to prepare contracts that tenants and guarantors can approve digitally. The second phase, implemented on May 9, 2025, expanded these capabilities to include real estate consultants and authorized intermediaries.

To date, 72,581 rental agreements have been approved through the system across all 81 provinces in Turkey. The platform includes features for correcting material errors within 15 days of approval and updating contact information or rent amounts. The system also generates time-stamped, barcoded documents that can be verified through e-Devlet, helping to ensure the legitimacy of property ownership and prevent unauthorized brokerage.
