Turkey launches five housing reforms to boost buying and renting

The Turkish government announced five new housing measures aimed at easing the purchase and rental market, especially in fast‑growing cities such as Kayseri. The plan includes a social rental housing scheme that lets low‑income families rent below market rates, the introduction of “no‑lottery” sales so thousands of homes can be sold without a draw, expanded credit assistance, and urban transformation projects that convert existing buildings into new residential units.

The reforms also envision public‑private partnership rental projects and aim to increase housing supply to curb the sharp rise in home prices and rents that have strained households. Real‑estate expert Selçuk Hiçdurmaz noted that the previous 25 % rent‑increase cap has ended, with legal rent hikes now linked to inflation (about 32 % in June 2026). He warned that vacant units generate costly maintenance, taxes and fees, and advised investors to focus on cash‑flow‑positive properties and locations near universities, transport hubs, or industrial areas.
