Turkey's TOKİ launches kurasız sale of 20,000 homes across 64 provinces
The Turkish Ministry of Environment, Urbanisation and Climate Change announced that the Housing Development Administration of Turkey (TOKİ) will sell 20,000 homes without a lottery in a "kurasız açık satış" campaign covering 64 provinces. The scheme, aimed at middle‑income families, requires only Turkish citizenship, age 18 or older and no existing property for the applicant or spouse. Sales run from 15 June to 17 July 2026 through Halk Bank and Ziraat Bank.
Prices start at 2.1 million TL for 2+1 units and 2.7 million TL for 3+1 units, reaching up to 5.4 million TL and 6.2 million TL respectively. Buyers can choose one of three payment models: a 25 % cash‑payment discount, a 50 % down‑payment with a 72‑month term and an 8 % discount, or a 50 % down‑payment with a 60‑month term. Monthly instalments begin at about 18 000 TL.
The largest allocations are in Bursa (2,190 units) and Ankara (2,062 units), with dozens of other provinces receiving between a few dozen and several hundred units, such as Nevşehir (317) and Hatay (1,238). Minister Murat Kurum said the programme will “lower rent prices and let citizens own homes as if they were paying rent,” targeting millions of households.
The campaign also includes immediate‑delivery projects and plans for social facilities, commercial units and hobby gardens.
