Turkey to launch centralized traffic‑insurance expert system on 1 July 2026

Turkey’s mandatory traffic‑insurance regime will be overhauled by the new Eksper Atama ve Takip Sistemi (EKSIST). After a pilot in Bursa and Ordu that began on 1 April 2026, the system will become compulsory nationwide on 1 July 2026. Expert appointments, damage assessment and vehicle‑value‑loss calculations will be carried out through a single electronic platform (SBM), eliminating separate claims for value loss. For claims exceeding 40 000 TL an expert is mandatory; the expert’s report will automatically include the calculated loss. The reform also removes the previous age limit on original‑part replacement, expands insurers’ recourse rights, and sets a three‑day window for parties to contest an expert report. The changes affect millions of vehicle owners and the domestic insurance market.

The regulation, issued by the Insurance and Private Pension Regulation and Supervision Authority (SEDDK), aims to standardise procedures, curb fraudulent intermediaries and speed up settlements, while preserving the right to appeal expert decisions within three business days.
