Turkey moves toward tax‑free car program for retirees

The Turkish parliament (TBMM) is reviewing a bill that would allow retirees to purchase passenger cars without the special consumption tax (ÖTV). The proposal sets criteria such as the buyer being a retiree, receiving the benefit only once, keeping the vehicle for at least five years, and limiting the exemption to passenger cars priced below roughly 2.9 million TL. Commercial vehicles are excluded, and the law also intends to grant an ÖTV exemption to people with severe orthopedic disabilities (over 40 % disability but under 90 %).

The draft lists a range of brands that could qualify, including domestic producer Togg and foreign manufacturers such as Renault, Toyota, Fiat, Citroën, Dacia, Hyundai, Opel, Peugeot, Volkswagen and others. The measure has not yet been approved by the parliamentary standing committee nor published in the Official Gazette, so no legal exemption is in force. Millions of retirees under the SSK and Bağ‑Kur schemes are monitoring the outcome closely.
