Turkey enacts National Solidarity Law to address PKK/KCK activities FAST-MOVING

Turkey has officially enacted the Law on Strengthening National Solidarity and Social Integration, a legislative framework aimed at concluding the activities of the PKK/KCK terrorist organization. The law was passed by the Grand National Assembly with 467 votes and was published in the Official Gazette on August 18, 2026.

Implementation of the law's key provisions is contingent upon a formal determination by security institutions that the PKK/KCK has ended its physical presence and surrendered all weapons and ammunition. This finding must then be confirmed by a decision from the National Security Council (MGK) and published in the Official Gazette.

Once these conditions are met, the law allows for the postponement of investigations, prosecutions, and the execution of finalized sentences for crimes committed in favor of or within the scope of PKK/KCK activities. Postponements are set for five years for crimes with sentences of 15 years or less, and ten years for crimes involving life imprisonment or more. However, the law explicitly excludes intentional killing from these postponement provisions.
