Turkish legislative peace process continues in TBMM
Overview
The Turkish Grand National Assembly (TBMM) continues deliberations on the ‘National Solidarity and Strengthening Social Integration Law Proposal,’ a framework intended to facilitate a ‘Terror-free Turkey’ process. The legislation addresses crimes related to the PKK/KCK, including membership, management, propaganda, and terrorism financing, contingent upon the group laying down its arms.

Internal dynamics within the YENİ Parti have become more pronounced. While leader Özgür Özel announced that the party leadership will vote ‘yes’ to support the nation’s hope for peace, individual MPs are exercising autonomy. Specifically, Trabzon MP Sibel Suiçmez declared she would vote ‘no’ to represent the will of her constituents.
Opposition remains significant and multifaceted. İYİ Party Chairman Müsavat Dervişoğlu has pledged a ‘no’ vote, arguing the proposal reverses the necessary sequence of disarmament and integration while attempting to equate the Kurdish population with the PKK. The Democratic Party (DP) also voiced strong opposition, calling the process a ‘violation of national sovereignty.’
On the other side of the opposition, TİP leader Erkan Baş committed to a ‘yes’ vote to prevent the process from being left solely to the government’s discretion. Meanwhile, the TKP continues to characterize the process as a ‘counter-revolutionary move.’ Vice President Cevdet Yılmaz has reiterated that the regulation is a general framework and does not include Abdullah Öcalan or crimes committed before 2005.
