Turkey, Qatar, Pakistan, and Indonesia sign Badr defense pact

Turkey, Qatar, Pakistan, and Indonesia have signed a multilateral Memorandum of Understanding (MoU) known as the ‘Badr’ agreement in Doha, Qatar. The pact establishes a strategic framework for defense industry cooperation, aiming to move beyond simple procurement toward joint production, technology transfer, and integrated supply chains.

The agreement focuses on several key areas, including joint military manufacturing, research and development (R&D), technical military training, and the development of modern defense solutions. To manage these initiatives, the pact implements a two-tier decision-making structure: an Executive Board to identify potential joint projects and a Strategic Board to approve timelines and implementation.

Signatories included Turkish Defense Minister Yaşar Güler, Qatari Deputy Prime Minister and Minister of State for Defense Sheikh Saud bin Abdulrahman bin Hasan Al Thani, Pakistani Defense Minister Khawaja Muhammad Asif, and Indonesian Deputy Defense Minister Yusuf Jauhari. The name ‘Badr’ translates to ‘full moon’ in Arabic, symbolizing how the four nations complement each other's capabilities to create a complete defense network.
