Overview

Turkey, Qatar, Pakistan, and Indonesia have entered into a multilateral Memorandum of Understanding (MoU) in Doha, Qatar, known as the ‘Badr’ agreement or ‘Badr Project’. The pact establishes a strategic framework for defense industry cooperation, moving beyond procurement toward joint production, technology transfer, and integrated supply chains.

The initiative is built upon three primary pillars: research and development (R&D) including technology transfer, industrial and manufacturing collaboration to encourage investment in defense equipment production, and human resource development to enhance technical expertise.

To manage these efforts, the agreement implements a two-tier decision-making structure consisting of an Executive Board to identify joint projects and a Strategic Board to approve implementation and timelines. The signatories aim to leverage their complementary strengths to foster technological integration and a shared defense industry ecosystem while respecting national sovereignty.
