Turkey R&D tax incentives reach 169 billion TL in 2025
Turkey's indirect R&D tax incentives rose to 169 billion 33 million TL in 2025, marking a 59.5 percent increase from the 105 billion 977 million TL recorded in 2024, according to data from the Turkish Statistical Institute (TÜİK).
A total of 11,835 enterprises utilized these incentives. The largest portion of the support was provided through income tax withholding, totaling 86 billion 105 million TL, followed by corporate tax at 81 billion 63 million TL, income tax at 1 billion 725 million TL, and VAT support at 141 million TL.
While Small and Medium-sized Enterprises (SMEs) accounted for 89.5 percent of the participating companies, they received only 38.2 percent of the total incentives, amounting to 64 billion 596 million TL. In contrast, large-scale enterprises represented just 10.5 percent of the beneficiaries but captured 61.8 percent of the total incentive value.
By sector, the information and communication industry filed the most declarations. Under Law No. 4691, incentives totaled 43 billion 227 million TL, with 71.2 percent going to the information and communication sector. Under Law No. 5746, incentives reached 39 billion 561 million TL, with the manufacturing sector receiving 72.9 percent of that amount.
