Turkey retirement reform: Gradual system proposed for post-1999 workers

Discussions regarding a gradual retirement system in Turkey are intensifying, particularly for workers who began their insurance coverage after September 8, 1999, and were excluded from the EYT (Retirement Age Victims) regulation.

Proposed models suggest a tiered approach where retirement age and premium requirements increase based on the start date of employment. Some suggestions include a range where women retire between ages 43 and 51, and men between 45 and 53. While no official law has been enacted, the Retirement Justice Association (EMADDER) has reportedly held meetings with the Ministry of Labour and Social Security to discuss these demands.

Analysts suggest that a legal framework for such a reform could potentially be implemented by 2027. Meanwhile, public sector employees who started working after October 1, 2008, face different challenges under Law No. 5510, where failure to complete 9,000 premium days by 2036 could result in retirement ages rising up to 65.
