Turkey salary projections: Inflation data shapes 2027 pension and civil servant raises

Following the release of July and August inflation data by the Turkish Statistical Institute (TÜİK), initial projections for January 2027 salary increases for civil servants and retirees have emerged. The cumulative inflation for the two-month period was recorded at 3.65%, with July at 1.78% and August at 1.84%.

For SSK and Bağ-Kur retirees, who receive raises based on the six-month inflation rate, experts suggest the January 2027 increase will likely fall between 8% and 12%. In contrast, civil servants and civil servant retirees are expected to see increases between 7% and 9%, as their raises depend on collective bargaining agreements and inflation differentials.

Various economic scenarios have been modeled based on year-end inflation forecasts from the Central Bank (28%), market participants (29.43%), and the Financial Institutions Union (30.47%). Under these projections, the minimum retiree pension is expected to rise to a range between 26,000 and 27,000 TL. Additionally, the government's Medium-Term Program (OVP) has set a 2027 inflation target of 21%, which may lead to a significant gap between scheduled collective bargaining raises and actual inflation.
