Turkey implements major security and public institution leadership reshuffle

President Recep Tayyip Erdoğan has signed a series of appointment decrees resulting in a major reshuffle within the General Directorate of Security and several other high-level public institutions. 17 September 2026 decrees include the appointment of 39 new provincial police chiefs and the reassignment of 24 existing chiefs to central roles within the General Directorate of Security.

Key leadership changes in the security sector include the promotion of Emrullah Gölcük, İsmail Hakkı Günay, Ali Karabağ, and Selçuk Doğuş to the position of Deputy Director General. Additionally, several provincial changes were noted, such as Ahmet Arıbaş being appointed to İzmir and Beyti Kalaycı moving to Kahramanmaraş.

Beyond the security forces, the decrees also addressed appointments in other state bodies. Cihat Erce İşbaşar has been appointed as the Vice President of the Turkish Statistical Institute (TÜİK), replacing Furkan Metin. Other notable appointments include Selin Özaydın as the Turkish Ambassador to Kenya, Fatih Dulkan as Vice President of the Turkish Space Agency, and Ali Rıza Çataldağ as Deputy General Manager for R&D Incentives at the Ministry of Industry and Technology.
