Turkey security personnel and staffing expansion

Overview

Turkey has implemented several measures to expand and centralize its security and personnel management. Through Presidential Decrees No. 199 and 200, the government created 6,250 new positions for the General Directorate of Security, including roles for chief inspectors, police managers, and police chiefs. These decrees also granted the Presidency authority to freeze or release empty positions and assign unique identification codes to cadres to improve centralized oversight.

To enhance safety in educational environments following recent incidents in Şanlıurfa and Kahramanmaraş, the Ministry of Interior announced the recruitment of 30,000 school security staff, referred to as ‘garden attendants’ (bahçe görevlisi), across 81 provinces. Managed through İŞKUR, this initiative aims to complete recruitment before the new academic year begins. These attendants will monitor school entrances and exits to track the movement of students, parents, and visitors, providing early warnings for suspicious activities. This model supplements existing measures; police and gendarmerie will continue to be stationed at schools classified as high-risk. Additionally, a special emergency button has been added to the 112 Emergency mobile application in collaboration with the Ministry of Health, allowing teachers to report incidents directly to security units.

Furthering security reforms, President Recep Tayyip Erdoğan and Interior Minister Mustafa Çiftçi attended the graduation of 5,915 officers from the Gendarmerie and Coast Guard Academy. During the ceremony, Erdoğan highlighted the passage of the ‘Terror-Free Turkey’ law, describing it as a ‘historic step’ toward a terror-free region. Minister Çiftçi defined the legal framework’s roadmap through four stages: ‘liquidation, verification, supervision, and normalization,’ noting that the process is not an amnesty and excludes heavy crimes.
