Turkey tightens rules on mobile phone lines and vehicle insurance claims

The Information and Communication Technologies Authority (BTK) has amended the consumer rights regulation for electronic communications. Starting 25 June 2026, electronic operators may no longer register new mobile‑line subscriptions for an individual or legal entity beyond a limit set by the BTK. Existing subscribers will be subject to identity verification through the Ministry of Interior’s ID‑Sharing System every three months, and inactive lines may be restricted after 30 days and closed after 90 days if verification fails.

The Insurance and Private Pension Regulation and Supervision Authority has revised the General Terms for Compulsory Motor Vehicle Liability Insurance. Effective 1 July 2026, the changes affect about 34 million vehicle owners. Insurers must now use original parts for repairs unless the original is unavailable, and the burden of proof lies with the insurer. Value‑loss compensation for damaged vehicles will be calculated instantly at the time of the accident, based on make, age, model, usage, damage extent and market price differences, and insurers must notify the payout within one business day. These reforms aim to enhance consumer protection and streamline claim processes.
