Turkey to implement Secure Payment System for real estate transfers

Turkey is set to launch a mandatory Secure Payment System for real estate transactions starting December 1, 2026. The new regulation, announced by the Ministry of Trade, aims to synchronize the transfer of property ownership with the transfer of funds to protect both buyers and sellers.

The system will apply to the sale of houses, land, fields, shops, and offices where all or part of the payment is made via cash, wire transfer, or electronic fund transfer. By linking the payment and title deed transfer, the system intends to eliminate common risks, such as buyers losing funds without receiving the deed or sellers transferring property without receiving payment.

The implementation date was moved from July 1, 2026, to December 1, 2026, to allow for technical integration between the General Directorate of Land Registry and Cadastre and various banking institutions. Industry experts suggest the move will enhance consumer confidence and transaction security in the real estate sector.
