Turkey advances AI ecosystem with no-code platforms and national action plans

Turkey is implementing several strategic initiatives to advance its artificial intelligence ecosystem. Türk Telekom has announced a 'No-Code AI Agent Development Platform' designed to allow employees to create personalized smart assistants without programming knowledge. This platform aims to automate telecommunications network management, enabling self-healing capabilities and driving the infrastructure toward L4 and L5 autonomous network levels.

On a national level, the Ministry of Industry and Technology is coordinating the 2026-2030 Turkey AI Action Plan. This includes launching an AI literacy assessment system via e-Devlet to provide personalized, free training to citizens, with a goal of reaching 5 million people within two years. Additionally, TÜRKPATENT will introduce an 'AI Fast Track' within one year to accelerate patent applications for AI-related inventions.

Regulatory and ethical frameworks are also being established. The Union of Turkish Bar Associations (TBB) has released a guide for lawyers, emphasizing that professional responsibility cannot be transferred to AI and warning against 'hallucination' risks. Furthermore, Turkey plans to adopt a risk-based regulatory approach for AI systems, categorizing them into low, medium, and high-risk levels, aligned with European Union standards.
