Turkey to launch AI growth zones and factories under new 2026-2030 action plan

Under the 2026-2030 Turkey Artificial Intelligence Action Plan, the Ministry of Industry and Technology is launching a strategic initiative to create over 1 trillion lira in economic value. The plan involves the establishment of 'artificial intelligence growth zones' and 'artificial intelligence factories' designed to accelerate large-scale data center and AI investments. These specialized zones will feature pre-prepared energy, land, and telecommunications infrastructure, including high-capacity fiber connectivity and low-carbon electricity.

To support the ecosystem, the government will implement a two-stage funding mechanism ranging from basic research to company scaling. The first growth zone is expected to be announced within a year, with at least one zone operational by the end of 2027 and five zones announced by 2028. Anchor investors will be expected to provide mentorship and capacity for SMEs and researchers.

Governance will be managed by a newly formed National Artificial Intelligence Board, which will act as the highest decision-making body for strategy, resource allocation, and ethical guidance. The board's secretariat will be handled by the Ministry's National Technology and Artificial Intelligence General Directorate. Additionally, a Program Office and a National Artificial Intelligence Progress and Transparency Portal will be established to monitor implementation and ensure accountability.
