Turkey to mandate AI literacy training for public employees
Turkey is launching a comprehensive digital transformation initiative by making artificial intelligence literacy training mandatory for all public employees. Coordinated by the Ministry of Industry and Technology, the program aligns with the 2026-2030 Turkey Artificial Intelligence Action Plan.
The training will be delivered via e-learning through institutional human resources systems. It will cover fundamental AI concepts, the secure use of generative AI tools, personal data protection, ethical principles, and awareness regarding misinformation and deepfakes. To ensure accountability, the government will monitor not only completion rates but also the success levels of employees, who will receive level-based micro-certificates upon successful assessment.
To manage this transition, every public institution will appoint a high-level manager or department head to oversee its AI project portfolio. Following these appointments, institutions are required to develop a three-year AI roadmap and set annual targets within 12 weeks. The implementation will follow a 'scan-pilot-scale' methodology, where successful pilot projects are expanded within 6 to 12 months. Additionally, startups seeking to participate in public AI procurement must possess a technology startup certificate.
