Turkey's DEM Party urges AKP to deliver 'kök yasa' for 'terror‑free Turkey' process

Leaders of the DEM Party – including Tülay Hatimoğulları, Gülistan Kılıç Koçyiğit and other members of the Imrali Committee – are pressing the ruling AKP to hand over a draft “root law” (kök yasa) that would give legal certainty to the “Terörsüz Türkiye” (terror‑free Turkey) disarmament and reintegration process. They warn that without a comprehensive law the effort could fail, describing a narrow draft covering only a few hundred former militants as “heba” (ruined).

The party says the draft should be received this week, and it has scheduled Wednesday talks in Ankara with Parliament Speaker Numan Kurtulmuş and AKP deputy Efkan Ala, followed by a planned visit to Imrali Island to discuss the draft directly with Abdullah Öcalan. The DEM Party also criticised the AKP’s lack of a concrete document and urged broader, inclusive legislation.

Vice President Cevdet Yılmaz echoed the party’s framing, calling the “terror‑free Turkey” agenda a state policy and linking it to reforms after the 15 July coup attempt. The ongoing negotiations involve multiple political actors and are positioned as a pivotal step toward lasting internal peace in Turkey.
