Turkey's Ministry of Education launches 2026 teacher placement and school regulation reforms

Since 2020 the Ministry of National Education (MEB) has annually used the "il emri" system to reassign teachers across provinces. For the 2026 inter‑provincial placement cycle the ministry has not yet confirmed whether the il emri will be applied, pending announcements on 11 August.

A new circular (E‑68898891‑903) outlines that teachers identified as having excess staffing (norm excess) must submit petitions to avoid automatic (resen) assignments. The petition process requires teachers to request alternative duties such as temporary management roles or teaching outside their specialty.

MEB also announced a phased closure of the information technology (IT) departments in vocational schools, replacing them with production‑oriented programmes. The change creates a surplus of IT teachers who are expected to seek transfers to other schools.

Recruitment for paid teachers for the 2026‑27 academic year began in July‑August and is conducted online via the e‑Devlet portal. Applications are evaluated by a commission that prioritises education‑faculty graduates, followed by other degree holders with pedagogical training.

A comprehensive update to the School Management Regulation (published 28 July 2026, No. 33323) introduces new rules on school security searches, parent‑meeting appointments, enrollment and transfer procedures, attendance monitoring, digital use, and remote professional development for teachers.
