Turkey education reforms: rule overhaul
Entities: Ministry of National Education (MEB) · National Address Database · Turkish students and parents · School Student Behavior Evaluation Board · e‑Okul system
Overview
The Ministry of National Education continued its 2026 reform drive in late July. After extending the high‑school placement (LGS) preference deadline to 27 July and adjusting the exemption‑group transfer deadline, the ministry announced payment rates for extra‑lesson schemes for counselors and teachers.
On 28 July the ministry published a comprehensive school regulation for the 2026‑2027 academic year. The decree expands safety powers, allowing schools to conduct documented searches of classrooms, lockers and desks when needed. Attendance monitoring is tightened: parents receive SMS or mail alerts after five, ten or fifteen days of unexcused absences, and students with twenty or more days lose eligibility for appreciation certificates.
The rule also widens early‑education access by permitting children aged 36‑68 months to enroll in "main‑class" sections where no official kindergarten exists, and authorises new sub‑sections when enough 36‑44‑month‑old children are present. Parent‑teacher and parent‑administration meetings must now be booked through a digital appointment system on each school's website, and student registration will be automated in July via the e‑Okul platform using national address data.
From fifth grade onward report cards will feature a Development Report on social‑emotional progress, and unauthorised use of digital devices or political symbols is classified as a disciplinary offence. These measures build on earlier steps that expanded the Early Intervention Education Program, clarified transfer procedures and raised extra‑lesson remuneration, underscoring the government's ongoing push to modernise staffing, remuneration and early‑learning support in Turkey’s schools.
